Quebec’s
Private Security Act governs all aspects of what security guards are allowed to do in Quebec. It was created by Quebec’s Minister of Public Security (
Ministère de la sécurité publique (MSP)). Quebec also has an agency that is responsible for enforcing the Private Security Act. This agency is known as the
Bureau de la sécurité Privée (BSP). You can view the

Requirements of Quebec’s Security Act
Quebec’s Private Security Act requires that any individual who provides private security services in Quebec must be a licensed agent. This includes security guards and security officers. Any person who operates a business providing private security services in Quebec must also be licensed for each of the private security activities that they offer. In total, there are 6 security industries covered by this act, which includes security guards.

The Private Security Act applies to six activities of private security services :
- Security Guards / Security guard protecting property, assets or people
- Investigation
- Locksmith work
- Electronic security systems
- Transport of valuables
- Security consulting
History of the Quebec Private Security Act
The Private Security Act of Quebec was adopted by Quebec’s National Assembly in 1996 and became fully enforceable on July 22, 2012. The act offers an effective regulatory and compliance framework for all aspects of the security training, including ethics, training, administration and operations. Prior to the Private Security Act, Quebec used to enforce the Act Respecting Detective or Security Agencies, which was passed in 1962.
